NHL must address hits to the head

Once again, the ugly and dirty side of hockey appeared during a game between the Pittsburgh Penguins and the Boston Bruins. As we all know, hockey is a physical game, but by no means, is there room for dirty hits in the game.
Penguins forward Matt Cooke raised the issue of hits to the head with his actions against Bruins forward Marc Savard. There is a need for hitting in hockey, but there is certainly no need for dirty hits. Matt Cooke is known around the league for being a dirty player. He has already been accused of biting, along with other questionable hits.
The topic of hits to head is number one topic during the GM Meetings in Boca Raton, that started today. The league must do something to put an end to these kind of hits before someone is seriously injured. Savard was lucky to only escape with a Grade 2 concussion.
The hardest part is it is all subjective. It is not black and white like high sticking or tripping. There is way too much gray area. That is why the league must figure out language that is black and white, clear cut, so every player in the league knows what is right and wrong.
